RTV_QTY Not Completely Released For Partial Dispatched RTVs (Doc ID 3081312.1)

Symptoms

When an RTV is created and approved, ITEM_LOC_SOH records are updated with the corresponding RTV_QTY.
However if the RTV is then partially dispatched (REQUESTED_QTY > RETURNED_QTY), the RTV_QTY is not correctly updated in ITEM_LOC_SOH.
Note: This only occurs when using a custom RTV reason code instead of Overstock.

Steps to reproduce:

1. Observe SOH (2) and RTV_QTY (0) in item_loc_soh for one item in a store.
2. Create and Approve RTV in RMFCS for same item store combination, for observer qty (2).
    Select a custom Inventory type instead of base “Overstock”.
3. Approve the RTV.
4. Observe correct RTV_QTY increase in item_loc_soh (from 0 to 2).
5. Once the RTV flows to SIOCS, partially dispatch RTV (only 1 unit).
6. Confirm RTV correctly updated in MFCS.
7. Observe correct SOH (1) and incorrect RTV_QTY (1 instead 0) in item_loc_soh.
