Email History Failing To Open From Supervision Manager UTF-7 Format (Doc ID 604361.1)

Symptoms

This issue was a problem that the customer had with the supervision manager view. It would happen when they went to review past emails with the historical view would fail to open (they listed that it happened more often with emails with attachments).

We were able to duplicate this issue on a local inhouse test system with the customers emails.
