Symptoms
Cause
Cause 1:  The database alias, used to connect to the database, is configured with incorrect server connection variables and must be updated.
Cause 2:  The database engine is not started.
Cause 3:  SQL SERVER ONLY - The SQL Server Browser is not running, preventing the SQL instance from being found.
Cause 4:  OracleXE SERVER ONLY - The Standalone Wizard failed to create the P6 schema (database) within the Oracle XE database server.
Cause 5: OracleXE SERVER ONLY -The P6 schema users are expired or locked.
Cause 6: P6 Professional is configured to connect to an EPPM database using CloudConnect, but, P6 EPPM (including the P6ProCloudConnect managed server) is not running.
Cause 7: P6 Professional was installed and configured as one user, but, another user logs in to use the program. Since the database alias gets written to the PrmBootStrapV2.xml in the user's AppData folder (who originally installed), the new user who logs into the machine and tries to login to P6 will get the reported error.
Solution
Solution 1:  Configure / re-configure the database alias.
Solution 2:  Start the database engine.
Solution 3:  SQL SERVER ONLY - Start the SQL Server Browser.
Solution 4:  OracleXE ONLY - Create an OracleXE database.
Solution 5: OracleXE SERVER ONLY - Unlock the P6 schema users.
Solution 6: Start the P6 EPPM and P6ProCloudConnect servers.
Solution 7: Either configure the database connection logged in as the new user or copy the PrmBootStrapV2.xml from the configured user's Appdata folder to the user who has not been configured.
