Purpose

This Troubleshooting Guide is provided to assist you in solving Oracle Resource Manager related issues in a structured manner. It guides you through a step-by-step method. Diagnostic comments are included in the document to assist in the different troubleshooting steps.

This article addresses the most common problems defined at the moment of writing this article. This article will be extended with new Resource Manager reoccuring issues. 

Problem Definitions:

1. I'm able to create a plan, but I cannot enable it.

SQL> alter system set resource_manager_plan='MYPLAN';

ORA-02097: parameter cannot be modified because specified value is invalid
ORA-00439: feature not enabled: Database resource manager

2. The session is not running in the correct consumer group.

3. Resources not distributed as defined in the Resource Manager plan.

4. dbms_scheduler jobs do not run under the desired consumer group

5. Wait event 'resmgr: cpu quantum' is appearing in the top 5 wait events.
