You are trying to insert into a table on a remote database using a database link and you get an ORA-01031 'insufficient privileges' error. You may also receive an ORA-02063 error.

SQL> create database link xpdb.c1 connect to dblink identified by dblink using 'xpdb';

SQL> connect scott/tiger@xpdb
SQL> grant insert on emp to dblink;

SQL> insert into scott.emp@xpdb.c1 (ename) values('test') ;

insert into scott.emp@xpdb.c1 (ename) values('test')
ERROR at line 1:
ORA-01031: insufficient privileges
ORA-02063: preceding line from XPDB.C1
