What causes the error message "Can't open privilege tables" after installing and starting MySQL? (Doc ID 1023299.1)

Symptoms

 When first starting MySQL after it has been installed, you may get this error message:

shell> ./bin/mysqld
050624 16:41:56 InnoDB: Started
050624 16:41:56 Fatal error: Can't open privilege tables: Table 'mysql.host' doesn't exist
050624 16:41:56 Aborting

050624 16:41:56 InnoDB: Starting shutdown...
050624 16:41:58 InnoDB: Shutdown completed
050624 16:41:58 ./bin/mysqld: Shutdown Complete
