Symptoms

You install Oracle SQL/Services and OCI Services for the first time and configure the product according to the instructions in Doc ID 177834.1. You cannot startup the OCI_DISP dispatcher. Each time the OCI dispatcher is started, the following errors are written to the OCI dispatcher log:
