Failed to initialize GPnP Reported While Executing oifcfg (Doc ID 1050472.1)

Symptoms

Likely symptoms from Grid Infrastructure cluster:

1. 11gR2 oifcfg fails with the following error:

$GRID_HOME/bin/oifcfg getif

 Failed to initialize GPnP

Same happens with parameter "delif" or "setif".

2. cluvfy or runcluvfy.sh fails with the following error:

ERROR:
Unable to obtain network interface list from Oracle Clusterware (OIFCFG)

3. After successful 11gR2 Grid Infrastructure (CRS)  installation, "Oracle Private Interconnect Configuration Assistant" fails with the following error:

INS-20802 Oracle Private Interconnect Configuration Assistant failed.
