ORA-6508 On "SYS.DBMS_AQADM_SYSCALLS" When Creating Datapump Queue Table (Doc ID 1050730.1)

Symptoms

After applying a patch set or bundle patch the following errors are encountered when trying to create the datapump queue table 'SYS.KUPC$DATAPUMP_QUETAB':

ORA-04068: existing state of packages has been discarded
ORA-04061: existing state of package "SYS.DBMS_AQADM_SYSCALLS" has been invalidated
ORA-04065: not executed, altered or dropped package "SYS.DBMS_AQADM_SYSCALLS"
ORA-06508: PL/SQL: could not find program unit being called: "SYS.DBMS_AQADM_SYSCALLS"
ORA-06512: at "SYS.DBMS_AQADM_SYS", line 4101

Changes

A patch set or patch bundle (Windows bundle, CPU or PSU etc.) has been installed.
