Symptoms

Compressing  files with UTL_COMPRESS results in a very poor compression ratio.
A JAVA utility via a java stored procedure has a compression ratio of 1:20,  also GZIP delivers a
compression ratio of 1:20.
UTL_COMPRESS only delivers a compression ratio of 1:2.
With this compression ratio much more disk space is required.
