CMAN Fails to Start and Throws the Following Errors: TNS-04013 and TNS-12529 (Doc ID 1059938.1)

Symptoms

While attempting to configure 11gR1 or newer Connection Manager, you may encounter the following issue:

CMAN fails to start using the CMCTL utility and returns the following message:

TNS-4013: CMCTL timed out waiting for Oracle Connection Manager to start


The cman.ora file contains the rule that is recommended in the documentation:

(rule=(src=<hostname>)(dst=127.0.0.1)(srv=cmon)(act=accept))

Where <hostname> is the host where CMAN is installed.

The CMAN.LOG shows the following:

TNS-12529: TNS:connect request rejected based on current filtering rules


Testing with the IP addresses for DST and SRC, makes no difference.
