VIP Fails to Start After Subnet Change

CRS resource VIP can not be started with error messages:

$ srvctl start nodeapps -n rac2 eth0 checked failed ( eth1 checked failed ( parameters, or failed to bring up VIP (
CRS-1006: No more members to consider
CRS-0215: Could not start resource ''.


The host public IP address on this RAC node is changed from one subnet to another subnet.
