VIP Fails to Start After Subnet Change (Doc ID 1062705.1)

Symptoms

CRS resource VIP can not be started with error messages:

$ srvctl start nodeapps -n rac2
rac2:ora.rac2.vip:Interface eth0 checked failed (host=<HOSTNAME>1)
rac2:ora.rac2.vip:Interface eth1 checked failed (host=<HOSTNAME>2)
rac2:ora.rac2.vip:Invalid parameters, or failed to bring up VIP (host=<HOSTNAME>2)
CRS-1006: No more members to consider
CRS-0215: Could not start resource 'ora.rac2.vip'.

The host public IP address on this RAC node is changed from one subnet to another subnet.
