Catupgrd.sql Hangs While Running Procedure POPULATE_DBID_AUDIT (Doc ID 1062993.1)

When upgrading from 10.2 or 11.1 to,  catupgrd.sql calls c1101000.sql, which hangs while running the following commands:

populate_dbid_audit(schema, 'AUD$');
populate_dbid_audit('SYS', 'FGA_LOG$');

The catupgrd.sql spool file ends with below sql statements:

SQL> declare
2    schema     varchar2(32);
3  begin
4     -- First, check where is AUD$ present
5     select u.name into schema from obj$ o, user$ u
6            where o.name = 'AUD$' and
7                  o.type#=2 and
8                  o.owner# = u.user# and
9                  o.remoteowner is NULL and
10                  o.linkname is NULL and
11                  u.name in ('SYS', 'SYSTEM');
13     populate_dbid_audit(schema, 'AUD$');
14     populate_dbid_audit('SYS', 'FGA_LOG$');
15  end;
16  /
