DBMS_CDC_SUBSCRIBE.EXTEND_WINDOW does not fetch the Latest Rows from Change Table (Doc ID 1063526.1)

Symptoms

When the DBMS_CDC_SUBSCRIBE.EXTEND_WINDOW procedure is run to fetch rows from the Change Data Capture change table to a subscriber view in an asynchonous distributed hotlog CDC environment, no rows appear in the subscriber view, even though there are rows in the change table that have not yet appeared in the subscriber view. 

It is also noticed that after running DBMS_CDC_SUBSCRIBE.PURGE_WINDOW, the EARLIEST_SCN value is greater than the LATEST_SCN value.
