ORA-0600 [KCK_RLS_CHECK Must Use (11,0,0,0,0) or Lower] When Starting From Newly Created SPFILE (Doc ID 1064264.1)

Symptoms

On : 11.2.0.1 version, Generic RDBMS

When attempting to restart database after creating a new spfile,
the following error occurs.

ERROR
-----------------------

ORA-00600: internal error code, arguments: [kck_rls_check must use (11,0,0,0,0) or lower], [kdt.c], [9419], [11.2.0.1.0], [], [], [], [], [], [], [], []

 
The issue can be reproduced with the following steps:
1. CREATE SPFILE;
2. Restart database

This problem has also been seen when using RMAN active duplicate, as this also starts the auxiliary instance using a newly created spfile.
