ORA-0600 [KCK_RLS_CHECK Must Use (11,0,0,0,0) or Lower] When Starting From Newly Created SPFILE

On : 184.108.40.206 version, Generic RDBMS
When attempting to restart database after creating a new spfile,
the following error occurs.
Incident 836043 created, dump file: /mount/oramisc/diag/rdbms/o007e/O007E1/incident/incdir_836043/O007E1_ora_23837_i836043.trc
ORA-00600: internal error code, arguments: [kck_rls_check must use (11,0,0,0,0) or lower], [kdt.c], , [220.127.116.11.0], , , , , , , , 
The issue can be reproduced at will with the following steps:
1. CREATE SPFILE;
2. Restart database
This problem has also been seen when using RMAN active duplicate, as this also starts the auxiliary instance using a newly created spfile.
SPFILE was jusr created.
