On : 22.214.171.124 version, Generic RDBMS
When attempting to restart database after creating a new spfile,
the following error occurs.
ORA-00600: internal error code, arguments: [kck_rls_check must use (11,0,0,0,0) or lower], [kdt.c], , [126.96.36.199.0], , , , , , , , 
The issue can be reproduced with the following steps:
1. CREATE SPFILE;
2. Restart database
This problem has also been seen when using RMAN active duplicate, as this also starts the auxiliary instance using a newly created spfile.
