Symptoms
When migrating a database using the DBMS_STREAMS_ADM.MAINTAIN_* procedures for minimal downtime, the apply process on the target is observed to abort with an 'ORA-01000: maximum open cursors exceeded' error. Closer examination of the target reveals that the DBA_APPLY_ERROR view has many rows, and most of the errors are of the form 'ORA-29861: domain index is marked LOADING/FAILED/UNUSABLE'. There are objects with Oracle Text indexes in the source database.
