Using Oracle's Geocoder with Navteq Parser Profiles from Q109 or Q309:

When running a similar query (to test geocode):

select sdo_gcdr.geocode_all('NAVTEQ', sdo_keywordarray('1125 east collins', 'richardson', 'tx', '75081'), 'US', 'DEFAULT') x from dual;

The following errors are generated:

select sdo_gcdr.geocode_all('NAVTEQ', sdo_keywordarray('1125 east collins', 'richardson', 'tx', '75081'), 'US', 'DEFAULT') x from dual
