Symptoms

Propagation throughput from a transactional source queue table dropped from an acceptable rate to an unacceptable one.

Multiple local propagation schedules are being used.

Changes

The probable trigger was a large number of extra messages which were enqueued onto the source queue
which the propagation schedule could not process quickly enough.
