Advanced Queuing Propagation Fails with "ORA-22370: incorrect usage of method" (Doc ID 1079577.1)

Advanced Queuing propagation fails between databases with the following error reported in the alert log:

Propagation Schedule for (STRMADMIN.OUT_Q, TARGET.WORLD) encountered following error:
ORA-22370: incorrect usage of method

In the trace file written by the job queue process (jnnn) that is attempting to run the associated queue schedule, there might be entries similar to the following:

ksedmp: internal or fatal error
ORA-22370: incorrect usage of method Higher version AnyData
