Symptoms
Hybrid Columnar Compress (HCC) does not work for partitioned table. It works fine for non-partitioned table. Data is loaded with SQL*Loader in direct path mode.
No HCC compression is in effect unless the table is non-partitioned or partitioned but loaded with IAS.
Various attempts including mixes of cell_partition_large_extents, with/without storage clauses, partitioned and non-partitioned, show no change.
