CDC Subscription LATEST_SCN is Reset to Lower Value or Zero (Doc ID 1080662.1)

Symptoms

In a CDC Environment, When Change Set aborts due to any error,
the LATEST_SCN of the subscription gets reset to a lower value or Zero
and sometimes the client application throws an error because it is attempting
to reprocess old change data that it has already seen.
