The goal is to show you how to decrease the Permanent Memory Size of an existing TimesTen data store. By itself, changing the PermSize n the dsn attributes will not be allowed once it has been created. In order to decrease PermSize of an existing data store it will require you to migrate out the data store if you intend to preserve the data, destroy the data store, and recreate it using the new PermSize.
