ASM Failed to Start as ASMCA Reported ORA-00838 ORA-01078 (Doc ID 1086706.1)

ASMCA failed with following error:

[main] [ 2010-04-08 15:10:26.929 EDT ] [USMInstance.configureLocalASM:2753]  ORA-00838: Specified value of MEMORY_TARGET is too small, needs to be at least 1328M
ORA-01078: failure in processing system parameters

[main] [ 2010-04-08 15:10:27.739 EDT ] [UsmcaLogger.logException:171]  SEVERE:method oracle.sysman.assistants.usmca.backend.USMInstance:configureLocalASM
[main] [ 2010-04-08 15:10:27.740 EDT ] [UsmcaLogger.logException:172]  ORA-01034: ORACLE not available
[main] [ 2010-04-08 15:10:27.804 EDT ] [UsmcaLogger.logInfo:141]  ASM failed to start. Check /fwk04/u0001/oracle/cfgtoollogs/asmca/asmca-1004083PM1008.log for details.

The error could happen while running root script ( likely 11gR2 Grid Infrastructure or; if thats the case, root script will fail with following error:

CRS-2672: Attempting to start 'ora.ctssd' on 'rac1'
CRS-2676: Start of 'ora.ctssd' on 'rac1' succeeded

ASM failed to start. Check /grid_base/cfgtoollogs/asmca/asmca_1004083PM1008.log
for details.

Configuration of ASM failed, see logs for details
Did not succssfully configure and start ASM
CRS-2500: Cannot stop resource 'ora.crsd' as it is not running
CRS-4000: Command Stop failed, or completed with errors.
