Database hanging with "connect: ossnet: connection failed to server <cell IP address>..." in alert log (Doc ID 1094303.1)

Symptoms

Oracle Exadata, with exadata software version 11.2.1.2.3 or earlier.

All database and ASM instances report the following message in their alert logs:
"connect: ossnet: connection failed to server <cell IP address>, result=5 (login: sosstcpreadtry failed)"

The message gets repeated many times as the cell server cannot accept new connections.

Database instances may become unresponsive and have to be shutdown aborted/restarted to recover.
