Database hanging with "connect: ossnet: connection failed to server <cell IP address>..." in alert log

Information in this document applies to any platform.
Oracle Exadata, with exadata software version 126.96.36.199.3 or earlier.
All database and ASM instances report the following message in their alert logs:
"connect: ossnet: connection failed to server <cell IP address>, result=5 (login: sosstcpreadtry failed)"
The message gets repeated many times as the cell server cannot accept new connections.
Database instances may become unresponsive and have to be shutdown aborted/restarted to recover.
