In an Oracle Streams environment, no messages are flowing. It is observed from v$streams_apply_reader that the state of the apply reader is 'PAUSED'.
Due to this issue, the state of the capture process (from v$streams_capture.state) at the source may be 'PAUSED FOR FLOW CONTROL', and propagation processes may be reporting an
