ORA-821 ORA-838 on startup/create database bug 4943849

Trying to create/startup two similar databases with minimal SGA on

  - Two Sun SPARC machines
  - Each with an $ORACLE_HOME
  - The minimum SGA specifications required to create an database are very different:

MACHINE (a) - the database is created with 250MB (memory_target) without any issues
SunOS   5.10 Generic_139555-08 sun4u sparc SUNW,Sun-Fire-V49

The problem MACHINE (b) is on
SunOS  5.10 Generic_137111-08 sun4v sparc SUNW,Sun-Blade-T632

If you try to create or startup the database on machine (b) with minimum memory of 250MB, it throws an error stating that the "memory_target" is too small and must be a certain value.

ORA-00821: Specified value of sga_target 292M is too small, needs to be at least 308M
ORA-838: Specified value of MEMORY_TARGET is too small


The only difference between the two machines is the CPU count:

Machine (a): 8 CPU 
Machine (b): 64 CPU
