During CRS PSU Installation, Opatch Fails with Error "Patch requires component(s) that are not installed in OracleHome" (Doc ID 1098242.1)

Symptoms

Installing the CRS PSU (Patch Set Update) on the RDBMS Oracle_Home,
OPatch is failing as

UtilSession failed: Patch requires component(s) that are not installed in OracleHome. These not-installed components are oracle.crs:10.2.0.4.0,

OPatch failed with error code 73

in the opatch log:

SEVERE:OUI-67073:UtilSession failed: Patch requires component(s)
that are not installed in OracleHome. These not-installed components are
oracle.crs:10.2.0.4.0,
