RDBPROD: Finding Out Why an OCI Services Dispatcher Will Not Start (Doc ID 1101617.1)

Oracle SQL/Services for Rdb on OpenVMS - Version 7.1.6 and later
HP OpenVMS Itanium

Purpose

If you are trying to connect to an Oracle Rdb database via OCI Services and it is failing with errors like

ORA-12541: TNS:no listener

the cause may be that the OCI Services dispatcher is not running.

If you try to start it and it is still not running, then this guide is intended to help find the reason.

SQLSRV> show disp oci_disp;
Dispatcher OCI_DISP
