OBI Query does Not Rewrite With Left Outer Join in From Clause (Doc ID 1102321.1)

A query generated by Oracle OBI does not rewrite when it has a left outer join in the query in the FROM clause.  If the query is rephrased so that the left outer join is moved to a WITH statement, or if  an inner join is used, or a right outer join is used, then the query does rewrite.

These are the messages in the rewrite_table:

TST_MV_A QSM-01150: query did not rewrite
TST_MV_A QSM-01219: no suitable materialized view found
to rewrite this query
TST_MV_A QSM-01263: query rewrite not possible when
query references a dictionary table or view
