Unable to Start One of the RAC Instances Due To ORA-4031"shared pool" "FileOpenBlock" (Doc ID 1114323.1)

Symptoms

One of your RAC instances does not start.

"srvctl" calls the sqlplus utility through the racg facility and racg logs shows that the following error message:

ORA-04031: unable to allocate 5324704 bytes of shared memory ("shared pool","unknown object"
,"sga heap(1,0)","FileOpenBlock")

The error is reported to the SQLplus console and not to the alert.log.

There is no problem in starting the other instance.
