Symptoms
You are trying to set the preferred read failgroup for more than one diskgroups, and it is failing:
SQL> alter system set ASM_PREFERRED_READ_FAILURE_GROUPS='DATA.DFG1, FRA.FFG1'; scope=both sid='+ASM1';
