Symptoms

On Oracle database version 11.2.0.1

It is taking a long time to create a new materialized view on 2 remote master tables.

Next, tried to create the mview on 'PREBUILT TABLE',  which ran fine.  However, the complete refresh ran for a long time and did not complete.
