PMON Processes Utilizing Excessive CPU [100%] in 10gR2

PMON process is utilizing 100% of  CPU

To diagnose, ORADEBUG was used to dump callstack from pmon  [See Note: 1058210.6]:
oradebug dump errorstack 3

Call stack from generated trace file  shows:
nlepeget nserr2pe nserror nserrbc nserrbd nstoHandleEventTO nstoToqWalk nsevwait ksnwait ksliwat kslwaitns_timed kskthbwt kslwait ksuclnwt ksucln ksbrdp

Affected instances would not shutdown properly. A shutdown abort is needed to workaround the issue.
