Loading a Java class which refers to JAXB classes can raises the error ORA-29521: referenced name <java class name> could not be found

Here is an example of a more complete error:

Loading a java class that references the classes javax.xml.bind.JAXBContext and javax.xml.bind.JAXBException, raises the error
ORA-29521: referenced name javax/xml/bind/JAXBException could not be found
ORA-29521: referenced name javax/xml/bind/JAXBContext could not be found
