Symptoms
Creating a Text index on PDF documents fail with error: "DRG-11223 Third-party filter indicates this document is password protected or encrypted."
Subsequent review of the pdf file in question show them to be encrypted at Security Level 3 which according to Appendix B of the Oracle Text Reference Manual should allow filtering.
