Configuring db_file_multiblock_read_count=0 does not enable the Self-Tuning Multiblock Read Count feature and incorrectly results in a value of 1.
This conflicts with the documented behaviour of this parameter.
db_file_multiblock_read_count was set to zero dynamically.
SQL> alter system set db_file_multiblock_read_count=0 scope=memory;
SQL> show parameter db_file_multiblock_read_count
db_file_multiblock_read_count is set to 1 for new sessions
