Symptoms

Streams capture processes are in state CAPTURING CHANGES, but not enqueuing any LCRs.  Querying v$session_wait shows that the capture processes are waiting on 'db file scattered read', and the associated p1, p2, and p3 values indicate that the SYSTEM.LOGMNR_RESTART_CKPT$ segment is being accessed.
