DBMS_CDC_PUBLISH.DROP_CHANGE_SET Failing With ORA-44003

In an Asynchronous Distributed HotLog setup, the DBMS_CDC_PUBLISH.DROP_CHANGE_SET will fail with ORA-44003 if the change set name has been created with a non-simple sql name, like 'CHG TEST' -- the blank space between CHG and TEST words makes this a non-simple sql name:
SQL> BEGIN 2 DBMS_CDC_PUBLISH.DROP_CHANGE_SET( 3 change_set_name => 'CHG TEST'); 4 end; 5 / BEGIN * ERROR at line 1: ORA-06550: line 1, column 9: PLS-00201: identifier 'DBMS_CDC_IPUBLISH.DROP_HOTLOG_INTERNAL_PROP@TEST.XX.XXXXXX.COM' must be declared ORA-06550: line 1, column 9: PL/SQL: Statement ignored ORA-06512: at "SYS.DBMS_CDC_PUBLISH", line 747 ORA-06512: at line 2
