DBMS_CDC_PUBLISH.DROP_CHANGE_SET Failing With ORA-44003 (Doc ID 1155993.1)

Symptoms

In an Asynchronous Distributed HotLog setup, the DBMS_CDC_PUBLISH.DROP_CHANGE_SET will fail with ORA-44003 if the change set name has been created with a non-simple sql name, like 'CHG TEST' -- the blank space between CHG and TEST words makes this a non-simple sql name:
