Goal

How can I format a date and time value to include some text? 

The column referenced is defined as DATE VMS.

Note: In earlier versions of OCI Services for Rdb this was not possible with OCI (SQL*net connections) using:
              ALTER SESSION SET NLS_DATE_FORMAT = 'RRRR-MM-DD\"T\"HH24:MI:SS';
          The following error is reported
              ERROR: ORA-12705: Cannot access NLS data files or invalid environment specified
          This error does not occur with OCI Services 7.3.1.1
