ODP.NET Leaks Connections When Connection.Dispose is Called Within the TransactionCompleted() event of System.Transaction

The problem occurs when calling connection.Dispose() inside TransactionCompleted() event of System.Transaction.
The dispose is not being handled correctly and therefore the connection is not released back to the pool.
The client application gets connection timeout exception (ie ODP-1000) as a result when all connections have been exhausted.
