Due to elevated security in Windows 7 and Windows 2008,  when trying using Windows Explorer to drag/drop or delete assemblies such as Oracle.DataAccess.dll or Policy.*.Oracle.DataAccess  to/from the Global Assembly Cache: (GAC) may result in the following error:

Assembly Cache Viewer - Install failed
Access is denied: 'Oracle.DataAccess'.
Assembly Cache Viewer - Uninstall failed
Access is denied: 'Oracle.DataAccess'.
