ORA-12157 when using 10g Oracle client while 9i client on same machine connects (Doc ID 1174803.1)

Symptoms

When trying to connect to a remote Oracle Database using a 10g Oracle Client, the connection fails with an "ORA-12157: TNS:internal network communication error"
However, when connecting to a remote Database using a 9i Oracle Client on the same client machine and using the exact same TNS files, the connection succeeds.
