Symptoms
You are running in 11.2.0.1 and notice that Streams Capture is not moving and/or nothing is being replicated all suddenly.
Capture state is showing 'WAITING FOR A SUBSCRIBER TO BE ADDED' per below query or at the Steams Health Check report -- <Document 273674.1>
select capture_name, state from gv$streams_capture;
You might also encounter sometimes the error ORA-26851 for the propagation process as well:
select propagation_name, error_message from dba_propagation;
