Msync Does Not Start On MS WINDOWS MOBILE 6.1 After Patch 9860641 (Doc ID 1191947.1)

On : version, Mobile Client for PPC 60

After to install the Oracle Lite Cab file from patch 9953484 "103030 CONSOLIDATED CAB ONEOFF FOR CUSTOMER BUGS TILL JULY 29 2010"
Synchronize and have update.exe to install the patch 9860641, msync does not start, even after a Soft reset.

Msync Should work.

The issue can be reproduced at will with the following steps:
1. Apply the patch 9860641 on the Mobile Server
2. Apply the patch 9953484 on the Mobile Server
3. Install the mobile client using the cab file from the Patch 9953484
4. synchronize
5. run \Orace\update.exe -> it install the patch 9860641
6. try to start msync.exe, it does not start.
