Slow LDAP Naming Resolution when Primary LDAP server unavailable. (Doc ID 1193853.1)

Symptoms

Oracle Net connections are slow for Naming resolution, when the primary method is not available.
This can be when using LDAP naming resolution, and the primary LDAP server is not available.

LDAP.ORA file example :

DIRECTORY_SERVERS= (test1.sample.com:389:636,test2.sample.com:389:636)

And the server "test1.sample.com" is not available.
Or
When naming resolution is setup with NAMES.DIRECTORY_PATH= (LDAP, TNSNAMES)
And the LDAP server(s) are not available.
