Symptoms

Trying to invoke Pro*C , after having downloaded the Instant Client Precompiler files and added it to an Instant Client Basic Lite installation results in the following error:

C:\instantclient_11_2\sdk>proc
PCC-F-NOERRFILE, unable to open error message file, facility PR2
