Symptoms
On : 10.3.0.3.0 version, Mobile Server
When attempting to Compose/apply the data the MGP fails with the error Ora-00942 and it does not truncate the CLG$tables which increase the Amount of Archives.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. start MGP
2. All the MGP Cycle fails with the Error Ora-00842
3. the MGP does not truncate the clg$tables and keep all their records which are composing again and increase the Amount of Archives.
