OpenVMS: CRS (Clusterware) Is Not Starting - Could not access crsstart. (Doc ID 1201327.1)

Running Oracle 10gR2, release 10.2.0.4 CRS/RAC on a two node OpenVMS cluster

Attempts to start CRS fail with messages similar to the following:

    $ INIT_CRS START
    Preparing Oracle Cluster Ready Services (CRS):
    Oracle Cluster Synchronization Service starting by user request.
    Oracle Cluster Ready Services is disabled by damaged install.
    Could not access DISK$USER:[GIHRAC.node1.oracle.scls_scr.node1.GIHRAC]crsstart.

Similarly, errors are reported when using the ENABLE/DISABLE options of INIT_CRS

For example:

   $ INIT_CRS ENABLE
   Failure at scls_scr_setval with code 8
   Internal Error Information:
   Category: 1234
   Operation: scls_scr_search
   Location: search
   Other: id doesnt exist scls_scr_setval
   Dep: 2

Depending on the circumstances, you may also see similar errors reported in the ocssd.log file
located in ORA_ROOT:[log.<nodename>.cssd]

    Category: 1234
    Operation: scls_scr_search
    Location: search
    Other: id doesnt exist scls_scr_getval
    Dep: 2


Changes

Someone may have deleted files from the directories used by CRS/RAC for storing work files.
