Creating Database With Jserver.Sql Component Gives Ora-29558: Jaccelerator (Ncomp) Not Installed (Doc ID 1206881.1)

Symptoms

When attempting to create a database after applying PSU 10.2.0.4.4 the following error occurs:

Changes

Steps performed:

1. Oracle Database 10.2.0.1 ---> installed successfully
2. From Companion CD installed 'Oracle Database 10g Products'---> installed successfully
3. Patchset 10.2.0.4 ---> installed successfully
4. PSU 10.2.0.4.4 ---> installed successfully
5. Using DBCA to generate the database creation scripts

Database creation failed with this error message:
