DBMS_UTILITY.COMPILE_SCHEMA Always Turns The DEBUG Flag to TRUE (Doc ID 1208971.1)

Symptoms

DBMS_UTILITY.COMPILE_SCHEMA turns the debug flag to TRUE
even when it was manually set to FALSE.

The issue is reproducable on 10.2.0.4 and 11.1.0.6, and 11.1.0.7.

In 11.1.0.x  plsql_debug is not necessary anymore. On 10.2.0.4 it doesn't work either.

It's not possible to switch back to plsql_debug = FALSE.
